Call for Proposals – Bilingual Instruction Courses
2nd Semester, Academic Year 2025 (Online Approval)

Applications for this semester’s Bilingual Instruction Courses must be submitted via the Online Approval System. Please carefully review all application requirements and updated guidelines to avoid affecting your eligibility.

Course Description:

  1. Applications shall be processed in accordance with the “National Formosa University Bilingual Instruction Course Implementation Guidelines.” Bilingual instruction courses include “Foundational English Courses” for freshmen and sophomores and discipline-related “Professional Courses” offered by departments or centers. Existing EMI (English-Medium Instruction) courses are also included. Course content, instructional materials, learning assessment, classroom interactions, and student engagement must meet the standards of the Bilingual Education Program.
  2. Faculty applying for professional-course bilingual instruction subsidies must submit a Bilingual Instruction Course Plan. The plan must be approved by the Bilingual Instruction Course Committee and reviewed by the Office of Academic Affairs before implementation. The plan must include: syllabus in English, instructional materials, bilingual instruction methods, evaluation approaches, and teacher–student/classroom interaction mechanisms. Approved courses must be labeled “Bilingual Instruction” in the course schedule, and important notices must be announced prior to the start of class.
  3. According to MOE requirements, bilingual programs must be implemented under the principles of “student choice,” “teacher support,” and “institutional readiness.” Faculty and students involved must share a mutual understanding and aim for gradual progression.

  5. Review criteria for course subsidy applications are as follows:

Whether the teaching plan includes activities cultivating students’ oral presentations and Q&A abilities.

Application Requirements and Procedures:

  1. Applicants must be full-time or part-time NFU faculty. Each instructor may receive subsidies for up to two courses per semester, or up to three courses if they possess CEFR B2 proficiency in all four skills or have completed EMI training. Undergraduate departments may apply for up to six courses; no limit applies to graduate programs.
  2. Depending on the course type (Foundational English / Professional & Graduate Courses), applicants must submit the following: Attachment 1: Bilingual Course Application Form, Attachment 2: Bilingual Instruction Course Plan, Attachment 3: Bilingual Course Subsidy Application Form (use the forms provided in the current semester’s announcement). Applications must be reviewed by the department/college curriculum committee and approved by the department or center and the college dean.

(1) Foundational English Course Subsidies: Submit materials to the Language Teaching Center and email electronic files to kirsty@nfu.edu.tw.

(2) Professional & Graduate Course Subsidies: Upload Attachments 1–3 to the “Online Approval System” (https://eisms.nfu.edu.tw/login) and email curriculum committee meeting minutes to sophie@nfu.edu.tw.

  1. Subsidies will be revoked if a course cannot be offered after approval.
  1. Application Deadline: Follow Procedure Item 2 above and submit all documents by November 28, 2025 to the Language Teaching Center (per course type) and submit online to the Bilingual Education Resource Center.

Funding and Subsidy Guidelines:

  1. Funding is provided through university-level bilingual program funds and matching budgets. Approval is competitive and based on review quality. Subsidy amounts and quotas may vary depending on available budgets. Details are provided in the Bilingual Course Subsidy Application Form.
  2. Approved applicants must comply with the “NFU Bilingual Instruction Course Implementation Guidelines” and submit Attachment 4 (Final Report) within one month after course completion via the Online Approval System. Course outcomes may be used for institutional analytics and major project reporting.
  3. Reimbursement must include required documentation and system-generated proof of prior procurement entries.
