Announcement: Application Procedures for 2026 AY New Southbound Industry-Academia Cooperation International Classes (TVE)

1.This program is conducted in accordance with the "Guidelines for the Application and Review of International Industry-Academia Collaboration Programs Subsidized by the Ministry of Education for Technical and Vocational Institutions" (hereinafter referred to as the Guidelines), the "New Southbound International Industry-Academia Collaboration Program Regulations," and other relevant provisions.

2.To ensure campus internationalization while maintaining teaching quality, the enrollment of foreign students must meet the following requirements:

(a)The department/program must be one established before the 114th academic year (inclusive) and not have failed to meet faculty quality standards specified in the “Standards for the Development Scale and Resource Conditions of Institutions Above Junior College Level,” nor be listed as under continuous monitoring or not approved according to the “Matters to Be Noted for Maintaining Students’ Rights to Education in Institutions Above Junior College Level.”

(b)The department/program must have passed internal quality assurance evaluations within the validity period.

(c)The institution must not be designated by the Ministry of Education as under special guidance, on warning, or prohibited from enrolling all or part of foreign students.

3.The program comprises the following classes: International Student Industry-Academia Collaboration Program (degree program), Foreign Youth Short-term Technical Training Program (non-degree program, hereinafter “Foreign Youth Program”), and Mid-to-Advanced Professional Technical Talent Short-term Training Program (non-degree program, hereinafter “Professional Training Program”). The operational principles are as follows:

(a)Enrollment quota: Use the foreign student enrollment quota approved by the Ministry of Education for the 115th academic year.

(b)Applicable departments/programs: Departments approved for daytime programs by the Ministry of Education in the 115th academic year.

(c)Application class type: Each department/program may only choose one of the “General Foreign Student Program” or the “New Southbound International Industry-Academia Collaboration Program” to apply for.

(d)Class type and scale: When offering a program for a department in a given semester (e.g., only fall, only spring, or both), the school must evaluate available teaching and student support resources, faculty-to-student ratio, and industry-provided off-campus internship positions before applying, to ensure program quality.

(e)Application class details:

1.New classes:

(1)Applicable targets:

A.Departments that have never applied for the above programs.

B.Departments that applied before the 110th academic year but were not approved in 111–114 academic years, or were approved in 111–113 but did not open classes, may only apply as new classes.

C.Departments approved and opened classes from the 111th academic year onward, but now seeking an increase in class numbers compared to the last approved year, must submit the existing class as a continuation and the additional class as a new application.

(2)To protect students’ off-campus internship rights, the school must review whether cooperating companies meet the program’s qualifications:

A.Partner companies must meet the requirements specified in Article 6-2 of the “Regulations for Industry-Academia Collaboration in Institutions Above Junior College Level.”

B.Partner companies must provide core technical resources required for talent cultivation in the program.

(3)If planned off-campus internship courses do not meet the program’s talent cultivation goals upon expert review, the Ministry of Education will not approve the program.

2.Existing classes:

(1)Applicable targets: Departments that have been approved and opened classes from the 111th academic year onward.

(2)For continuation of existing classes, if only the academic year changes without adjustments to other courses or partner companies, the school submits a “Continuation Class Application Form.” If approved, the program continues according to the previous scale. Schools should also review whether partner companies can provide the required core technical resources; if not, they should be removed from the program.

(3)To protect off-campus internship rights, schools must review whether partner companies meet the program’s qualifications: (A) comply with Article 6-2 of the “Regulations for Industry-Academia Collaboration in Institutions Above Junior College Level,” (B) provide core technical resources, (C) if on-site inspection finds internship content does not meet talent development needs, remove the company from the program.

(4)To add new partner companies, follow the Ministry of Education’s review schedule and approval process.

4.To ensure teaching quality, the Ministry of Education will review past performance in executing New Southbound International Industry-Academia Programs and approve eligible schools and program scales based on the following principles:

(a)Programs will not be approved if the school exhibits any of the following:

1.Prohibited from enrolling foreign students due to enrollment deficiencies.

2.Most recent program review resulted in continuous monitoring or disapproval.

3.More than 50% of students in the most recent cohort of the program delayed graduation.

4.For programs admitted from the 112th academic year onward, if 10% or more of students fail the HSK A2 test and are dismissed, the program will not be approved.

5.Less than 80% of students participate in required off-campus internship courses.

(b)Approval of class numbers will consider: (1) whether the school addressed past inspection issues, (2) internal internship alternatives, and (3) effectiveness of student support and teaching measures.

5.Course planning principles:

(a)Courses must meet actual talent cultivation needs, with an appropriate balance between theory and practice.

(b)First-year degree students should focus on foundational technical theory, Mandarin courses, and on-campus practical courses; off-campus internships are only offered from the second year.

(c)Students in non-English programs (Chinese or mixed Chinese-English instruction) must pass the Mandarin A2 test by the end of the second semester of the first year; otherwise, they must be dismissed.

(d)Off-campus internship courses must comply with the following:

1.Internship credits and hours should meet the skill development needs of each field.

2.Maximum credits: 36 for four-year bachelor programs, 20 for two-year bachelor programs, 22 for two-year associate programs. Required internship credits cannot exceed half of total credits; the rest are elective.

3.From the 114th academic year onward, new four-year bachelor programs must plan at least 2 semesters of required off-campus internships; two-year bachelor/associate programs must have at least 1 semester of required internship.

4.Students may not be forced to take elective off-campus internship courses.

5.1 credit corresponds to a maximum of 80 internship hours.

(e)All courses (theory and internships) must be scheduled on weekdays (Monday to Friday) at fixed times.

6.For program applications, schools must follow the 115th academic year New Southbound International Industry-Academia Collaboration Program application regulations, use the application form templates (Attachment 1), the data sheet (Attachment 2), and follow the form instructions (Attachment 3). Program proposals are limited to 70 pages (including Letter of Intent), in 14pt MingLiU font, with 2cm margins and 0.5-line spacing before and after paragraphs.

7.Schools must submit the original application to the Ministry of Education and send three paper copies of the program proposal (clearly marked as New Southbound International Industry-Academia Collaboration Program) to the NTUT Department of Applied English for the “Enhancing Internationalization of Taiwan’s Technical and Vocational Education” Task Force (Address: No. 1, Section 3, Zhongxiao E. Rd., Da’an District, Taipei City 10608; Tel: 02-2771-2171 ext. 3909). The electronic version of the proposal and application data sheet must also be sent to acexch@mail.ntut.edu.tw. Applications must be completed by December 31, 114th academic year (Wednesday); late submissions will not be accepted (receipt by Ministry-designated unit, not postmark, is used for verification) to facilitate review.
