Typhoon Phoenix Warning: Campus Disaster Preparedness Advisory

Subject: In response to the approach of Typhoon "Fenghuang" toward Taiwan, all faculty, staff, and students are advised to ensure personal safety, take typhoon precautions, and enhance preparedness in advance. Please circulate and inform relevant personnel.
 
1. According to the Central Weather Bureau forecast, Typhoon Fenghuang will be closest to Taiwan between November 11 and 13. All units are requested to remain on high alert and make early disaster preparedness measures to minimize potential damage.
 
2. Typhoon precautionary measures:
 
(1) Please ensure that all doors and windows in your unit’s spaces—including offices, classrooms, workshops, laboratories, and research rooms—are properly closed and secured, unnecessary power sources are turned off, and plugs are removed to protect the unit’s property.
 
(2) For outdoor balconies or terraces with potted plants, stacked items, or hanging objects, move them indoors or secure them to prevent falling. Also, check that indoor spaces (including meeting rooms), balconies/terraces, and rooftop drains are free of debris to prevent water overflow into indoor areas or water accumulation causing seepage into buildings.
 
(3) Move valuable instruments or water-sensitive movable items in your spaces and basements to appropriate locations to prevent damage from flooding.
 
(4) Take necessary typhoon precautions for work operations, such as activating floodgates, emergency generators, or water pumps. For units equipped with such devices, please ensure they are functioning properly and have water protection ready to avoid mechanical failures that could prevent power supply or water drainage.
 
(5) According to the "Disaster Prevention Guidelines for Schools and Affiliated Institutions" issued by the Ministry of Education, please assign at least one emergency contact person during the predicted natural disaster period from November 11–13, 114 for consultation or rapid on-site response in case of emergencies.
 
(6) Do not park vehicles near construction sites, surrounding walls, tall trees on campus, or low-lying areas. Road users should avoid routes near construction areas to prevent damage from strong winds or heavy rain. Falling trees or objects may cause injuries or property damage, and construction equipment may be blown over, creating additional hazards.
 
(7) If fallen power lines are found on campus, notify the Maintenance Section (05-6315251, 631-5219) or the Power Company Emergency Line (05)6322054, and do not touch them with your hands. For any accidents or emergencies, please contact the Campus Police: 05-6315222, 6315233, 6315255.
 
(8) During the typhoon, monitor rainfall and nearby river levels, prepare food, water, flashlights, and other emergency supplies, and avoid venturing outdoors recklessly.
 
3. Stay updated on weather information via TV, radio, internet, or the "166" and "167" meteorological recorded phone lines to track the typhoon’s latest movements and ensure personal and property safety.
