Procurement Management: Enhance Inspection and Quality Control Procedures

Notice:

1. Recent media reports have highlighted issues in the execution and acceptance processes of certain bidding projects where contract management was not properly enforced. Such lapses not only damage reputation but may also involve legal risks.

2. As the year-end approaches, procurement and acceptance activities are frequent. All units must handle these processes with due diligence, avoiding hasty actions due to tight schedules, and pay attention to the following:

(1) Do not conduct acceptance using equipment or items that do not meet standards and later replace them to complete the acceptance. This violates procurement-related regulations.

(2) If a vendor fails to fulfill contractual obligations within the specified period, penalties should be imposed according to the contract terms.

(3) Do not encourage or instruct the primary inspector to relax acceptance standards. Violations not only affect the school's procurement reputation but may also expose the officer, primary inspector, and related personnel to legal liabilities.

3. According to our unit’s announcement (October 8, 114), to coordinate with the fiscal year 114 settlement process:

(1) Purchase requests for bidding projects over NT$150,000 must be completed by Monday, October 20, 114 (or two months before the project ends).

(2) All units must complete verification by Monday, December 22, 114 to ensure procurement, acceptance, and payment processes proceed on schedule.

(3) If it is confirmed that the procurement process cannot be completed within the deadline, do not submit purchase requests, as rushing may cause verification errors or procedural lapses, creating legal risks.

4. Our unit currently has limited staff (only one full-time staff member is responsible for all campus procurement), but we will continue to fully support each unit’s needs. All units must proactively plan and properly schedule procurement and acceptance within the deadlines to jointly maintain the quality and reputation of school procurement.
